TBC-Brinadd Response to EU REACH Regulation

As one of the world's leading suppliers of drilling, completion and workover fluids to sectors of the upstream oil and gas industry, TBC-Brinadd must continuously rise to the challenge of complying with international laws and regulations that change on a regular basis.

In the European Union (EU), Regulation (EC) 1907/2006 concerning the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) came into force in 20071 and has placed stringent requirements on manufacturers and importers of chemicals, mixtures and articles to ensure a high level of protection of human health and the environment. These requirements include pre-registration of phase-in chemicals before 1st December 2008 and full registration of chemicals by a deadline determined by tonnage, with the first deadline on 1st December 2010 for high tonnage chemicals.

In response to REACH, TBC-Brinadd ensured that this complex Regulation was well understood throughout our organisation and that any obligations REACH imposed on our clients with EU operations were addressed in a timely fashion. Products manufactured by TBC-Brinadd are chemical substances and preparations, all of which were pre-registered before 1st December 2008 in accordance with Article 28 of REACH by our appointed Only Representative.

Together with our Only Representative, we are currently working towards full registration of the chemical substances contained in our products, in association with the relevant Substance Information and Exchange Fora (SEIFs) and consortia. We will be communicating with our customers in due course to ensure that all identified uses of our chemicals are incorporated into each registration dossier and chemical safety assessment. TBC-Brinadd is also committed to providing Safety Data Sheets or other relevant information relating to safe use of products in accordance with Articles 31-34 of REACH.

To address any further regulatory issues that may arise in the EU as a result of REACH, TBCBrinadd has appointed Blue Frog Scientific Ltd; UK-based experts in EU chemicals regulation, as our representatives in the EU to support our REACH regulatory compliance strategy.
